I know that its probably a bacterial thing but I cannot keep my water clear!
I know not to do a full clean but that's the only way to get things to be clear and it only lasts about 24hours. I change the filter once a week and do about a 10-20% water change every week.

Several problems going on in your tank, first off you are severely overstocked as each Goldfish needs at least 10 gallons apiece. This means your tank is quickly polluting itself with 3 fish pooping so you will need to step-up your maintenence routine until you can get a bigger tank.
Another of your problems is caused by constantly changing the filter-this is the breeding ground for the good bugs that eat your toxins but by renewing it all the time you are never giving it enough time for the good bugs to grow so not only is your tank in a constant state of cycling but your fish will be constantly stressed as a result of the poor water conditions.
You are right to not do a complete water change but you need to be doing at least a 30% using same temperature, treated water at least once every 4 days. You needs to be doing a gravel vac %26amp; gently rinsing your filter media in this old water before putting it back in your filter. You will find with this regime that your tank soon returns to some kind of normality %26amp; good water quality very soon although you need to be upgrading as soon as possible. it takes the tank about a month to cycle during that time the most you should do is partial water changes to prevent the ammonia level from getting to high
go to your local pet store and get them to siphion some gravel water into a bag and put that in your tank it will help speed up the cycle
do not tuch the gravel at all for at least a month
now the cloudness should be a white like someone put a little milk in the tank if it is yellow tells me you have a piece of un cured wood in the tank and it is leaching into the tank

Goldfish are nasty fish. I would do a full water change. I mean if it is the only way to get rid of it. You might also consider getting a stronger filter. I don't know much about fish thought, but I had the same problem with my turtle tank and completely draining it and cleaning everything with a bleach/water solution and letting it dry cured it.
