You do not want perfect clean water because fish do not live in that type of environment normally. However, you do want it clear and reasonable. Here are some tips:
Use a whisper jet motor to drive the air for a couple of filters or at least one big one depending upon the size tank (for 30 gal and above use more). The whisper jet motor (what ever name you can find) is powerful enough to do several tanks at the same time.
Do not add clean water to a cloudy tank you will just make it worse. First, clear up the problem and then add the water.
Be sure to use charcoal and floss and change it often.
Do not over feed and do not use much frozen brime, because much of it goes into the stones.
Do not use real plants if you do you will have more work keeping the water clear.
Buy a couple differnt types of bottom feeders such as cats that will eat food that settles to the bottom. Sucker fish will help keep the glass sides clean. You should scrape the sides with a long handle sponge if the sides get too cloudy and then reduce your feed.
Water should be aged for about 3-7 days before adding to the tank. I always keep several gallons on standby for cleaning. If the water is clear, I will stiffon off about a 1/3 of the water and replace it with the aged supply I have set a side.
If you do have problems after this be sure to discuss what you are doing with a expert at a pet store that deals a lot with fish (he has lots of tanks of fish). I find them to be a gold mine of information. Invest in a good book on the subject too.
Keep the water tempiture as constant and on target as much as possible. Avoid, putting tanks too close to heaters, radiators, registers, direct sunlight. These all will cloud up your tank really fast!
Avoid using chemicals except those to control ICK (fish Dieasce) and water PH.

ONe if the water is a milky type color it could be a sign of to much uneaten food logded in your gravel. It could also be a sign of over cleaning a tank, if to much cleaning occurs the tank might have to go through its biological cycle again, which will make the water cloudy. Also if the water is a greenish brown color that is algae bloom, where the algae actually begins to grow in the water itself. This is caused by too much light whether direct or indirectly hitting the tank.This not only includes windows and overhead room lights but the tank lights themself. If you think this is the problem you will need to reduce the amount of light your tank is recieving and maybe think of using a chemical like algae destroyer to remove the algae bloom. I would recomend having your water tested to make sure everything is ok with the chemistry, and it is always a good idea to check your water prior to any tank cleanings. A tank can look sparkeling clean and have horrid water chemistry, or be murky green and the chemistry be fine. Also testing your water periodically will give you an idea on how long it take each one o0f your tanks to reach a point in which you should do a water change/gravel syphon. When you remove too much of the beneficial bacteria thats everywhere, the water cycles again to balance out. The slight milky cloudy looking water is a sign of this.Your filter is loaded with the good bacteria too. So wait a couple weeks right after water change to the clean filter out. There is benificial bacteria living in there that helps keep your water clear and safe for your fish. Most cities use chlorine to purify the tap water, the chlorine will kill the good bacteria. 1/2 tsp. aquarium salt per gallon water
chlorine remover w/bacteria, ex: STRESS COAT, START RIGHT
pH range can be to about 7.3, below 6.8 is dangerous
feed only once daily what is consumed in 3-5 minutes, if
food on bottom, you fed too much.
Cloudy water is caused by ammonia, dead fish, overfeeding or poor filtration system. Filter cartridge can be removed and cleaned in cool water only. Hot or warm water kills the beneficial bacteria.
Never change more than 1/4 tank at a time. When cleaning the gravel with a gravel vac, do not stir the gravel and only clean 1/2 the gravel about once a month the same as the water change.
Horn wort and Anacharis (plants) are excellent
oxygenaters and remove nitrites from the water.
Add algae eating fish in 3-4 weeks, after you have algae.
Do not routinely use ICK medicines or any other medicines
as these can be deadly to the bottom dwellers.
Tropical fish (especially angels and neons)78-80 degrees.
Keep goldfish in separate unheated tank.
Find a pet shop that gives good information. Check out some info on a reputable site and then go ask questions. Mom and Pop stores are the best sources.
